MHXEB INDIANAPOLIS Indiana Legislature this week showed conclusively it will make important changes in parts of Gov. Craig's legislative program and kilt some of it outright. Despite huge Republican majorities in both the House and Senate, the Governor has failed to convince the General Assembly as a whole that he should be given the powers he asked. In its broad outlines, the Craig; program revolves around two main points. These are his sweeping government reorganization 'measures and a direct primary for nomination of candidates for major state offices.

Stalled in a badly-split Senate Elections Committee and believed dead for the session. If it reaches the floor it seems certain to be voted down by rebellious Republicans. Craig is thought to want the primary in the belief it would help his chances for a U. S. Senate nomination in 1956.

2. The "government management" bill setting up 11 state cabinet departments, headed by directors responsible for agencies and institutions under their respective departments. It squeaked through the House Friday after being amended to remove tee governor's power to prescribe powers and duties of tee cabinet officers. Even as amended it seems to have little chance in the Senate unless changed still further, limiting power of the governor to reshuffle and reassign state agencies to the various cabinet departments. 3.

A Department of Health with cabinet status, headed by a single director with a subordinate director for the mental health system. It would do away with the semi-autonomous status of mental hospitals, now run by boards of trustees named by tee governor and who select superintendents, hi favor of a unified system. This bill is in a Senate committee and has a chance of approval in substantially its present form. 4. A Department of Correction, applying the same principles to state penal institutions.

It would do away with separate parole boards at each penal institution in favor of one overall parole board Adlai E.Jfor adults and another for juveniles. A Senate bill still in commitee, it too ha? a chance of enactment. 5. A Department of Commerce, designed to bring under one head a large miscellany of separate minor boards, commissions and licensing agencies. A House bill, it is eligible for final reading next week and only slight opposition appeared.

The cabinet departments of Health, Correction and Commerce are the only ones of the 11 proposed in the "government management" bill which require new legislation. The other eight existing state departments, and tee principal changes proposed would be to regroup various agencies under them and give more authority to the directors. The department directors in Craig's cabinet plan all would be appointed by the governor except the head of the Education Dej partment. This would be tee su- instruction. network from p.m..

The House passed the bill by a narrow margin, and a Senate committee has rewritten it completely.

In Its present form It calls for a three-member commission to replace tee present four-member bipartisan group, and even in this new form its future is in doubt. Another point Craig has emphasized is traffic safety, but his proposed 80 mile an hour speed limit seems lost In tee form he wanted. Approved by tee House, it faces strong opposition in the Senate and if it- passes at all probably will be amended to apply only after dark. The strong opposition to Craig's legislative program gives his young administration something of a setback. But by combining his existing executive powers with those he can wangle from the lawmakers he will be able to keep a firm rein on the state government's operation.
