The A.C. Nielsen prime time ratings for the week ending Dec.

18 gave CBS an 18.5 rating with a 29 percent share of the viewing audience, ABC a 16.0 rating with a 25 share and NBC a 14.9 rating with a 23 share. CBS now has won the prime time ratings nine times in the 12-week-old season. For the second consecutive week CBS News' "60 Minutes" was the No. 1 program of the week. Through mid-December, "First Camera," up against CBS' popular "60 Minutes," was this season's lowest-rated show. Even the paid-political program, "Mondale for President," had a higher rating. The original schedule favored by Brandon Tartikoff, president of NBC Entertainment, had "Fame" at 6 p.m. on Sunday. But, at the last minute, Tartikoff was overruled by higher-ups.

"The corporation has many different goals and objectives," said TartikofL The end result is that NBC now treats its newsmagazine as a second-class citizen. Whenever the preceding football runs past 7, some of "First Camera" is scuttled and the show is joined in progress. NBC's priority is for "Knight Rider" to begin promptly at 7, so it won't be disadvantaged against ABC's "Hardcastle McCormick." In contrast, no matter when CBS' football ends, viewers get every tick of "60 Minutes." "Mr. Smith." The series, from the creators of "Taxi," had the makings of a crackerjack satire, lampooning the bureaucrats and bigwigs in Washington. Sometimes, it hit the mark.

Other times, it was too much of a kiddies show. With a 7 p.m. time slot, Mr. Smith had to serve two masters the young audience at that hour and the more mature humor of the producers. It proved to be an unmanageable task.

But "Mr. Smith" did demonstrate the great advances in the art of puppetry. When Mr. Smith wasn't opening his mouth, he was played by C.J., the animal star of several Clint Eastwood films. But, in conversation, Mr.

Smith was not played by a midget in a monkey suit, as many viewers assumed. He was actually a puppet, from the same broad-branched family tree as the Muppets and the smaller characters on "Sesame Street." Now that this yappy orangutan is out of work, maybe "Sesame Street" could hire him to teach kids about the Hollywood jungle. Since 1980, they've all been part of NBC's revolving-door Friday-night schedule. While CBS has successfully stood pat with "The Dukes of Haz-zard," "Dallas" and "Falcon Crest," NBC has tried every gimmick imaginable, tearing up its entire Friday-night slate each season, sometimes more than once.

This season's failures were "Mr. Smith," about an orangutan with an IQ of 256 who works as a consultant for the U.S. government, "Jennifer Slept Here," with Ann Jillian as a Hollywood ghost, "Mammal," about a crimefighter who transforms himself into animals, and "For Love and Honor," about military trainees in a parachute unit. The next batch of Friday replacements, starting in will be "Legmen," about two college students working for a detective agency, "The Master," starring Lee Van Cleef as an American martial arts expert, and "The New Show," a variety-comedy hour from Lome Michaels, creator of "Saturday Night Live." Two shows from last season's Friday-night lineup, "Knight Rider," starring the thinking-talking car, and "Remington Steele," did prove valuable enough to be moved to safer spots on NBC's schedule. Except for those shows, NBC's Friday schedule has been a programming graveyard.

For Friday Night Follies trivia buffs, the heroic dog who was made into dog food starred in "Here's Boomer," Arness was in the short-lived "McClain's Law" and Brinkley anchored one of NBC News' magazine shows before, leaving for more secure territory, Sunday mornings on ABC.
