Low tar cigarettes named tot, Oet II, ITY Washington Post Service WASHINGTON A major cigarette brand Canton king size filters is among the two lowest makes in tar and one of the lowest in nicotine in the first government tar and nicotine ranking of almost all cigarettes. The rating was made by the Federal Trade Commission and released yesterday by the Senate Commerce Committee. The first such ranking was made by the FTC in November 196? after tests in a new laboratory created at the urging of Sen. Warren G. Magnuson, committee chairman.

There had been then to rank only to brands. That list led by brands with small share of the market. Carltons, made by the American Tobacco are a major seller.
