Low tar cigarettes named Washington Post Service WASHINGTON A major cigarette brand Carlton king size filters is among the two lowest makes in tar and one of the lowest in tine in the first government tar and nicotine ranking of almost all cigarettes. The rating was made by the Federal Trade Commission and released yesterday by the Senate Commerce Committee. The first such ranking was made by the FTC in November 1967 after tests in a new laboratory created at the urging of Sen. Warren G. Ma gnu son, committee chairman.

There had been time then to rank only 59 brands. That list was led by brands with a small share of the market. Carltons, made by the American Tobacco are a major seller. "It is significant" that at least one major company, is trying now for a less dangerous cigarette, a Senate Commerce Committee staff member observed. Just the same, another American Tobacco brand Pall Mall king-size non filters is among the highest in both tar and nicotine.

Pall Mall filters do seem to show the effect of all the publicity linking cigarette smok- ing and disease. They have dropped since 1967 from a high 27.1 tar rating (in milligrams per cigarette) to a moderate 19. Carltons and Marvels (regular filters) are lowest in tar in the new listings, with 4 milligrams per cigarette. Marvels are also lowest in nicotine. Highest in both tar and nicotine are English Ovals, king-size non-filters, with 36 milligrams of tar and 2.3 milligrams of nicotine.

Experts on smoking and health point out that low tar and nicotine levels do not make a cigarette only less risky.
