MONDAY, NOVEMBER 15, 1999 GREEN BAY PRESS-GAZETTE FIRS TION Report details killer's letter to girl Killer' now in halfway house ASSOCIATED PRESS MILWAUKEE The parole file for the so-called "Halloween Killer," convicted of raping and killing a girl who disappeared while trick-or-treating, includes a letter to the 9-year-old victim, the Milwaukee Journal Sentinel reports. In Gerald Turner's foot-thick file is an undated letter to Lisa Ann French of Fond du Lac, the little neighbor who died after going to his door on Halloween in 1973, the newspaper reported in Sunday's edition. "I doubt that I could ever fully realize the terror you experienced at my hands," Turner wrote. "I can still see you standing the doorway with that felt hat beaming at having recognized me. Then I see the delight in your eyes turn to fear as I close the door behind you.

"The rest of my life I will have to live with what I did to you. On that night I became a monster. I do swear to you on the forfeiture of my life I will never harm another child." The newspaper said the file, examined under terms of the state open records law, also showed Turner contended that if he had killed a child on a day other than Halloween, he would not have drawn excess supervision and scrutiny. "If it had happened on some other day, like Valentine's Day, nobody would have gave a damn," he said. Turner was convicted of second-degree murder, child enticement and sexual assault in the girl's killing.

When he came up for release from prison in 1992, the case prompted lawmakers to pass the state's sexual predator law, which allows confinement of sex offenders beyond their prison terms if there is a "substantial probability" they will commit another crime. 12, 1999 at his home. He was born on Nov. 12, 1941, in Green Bay, to Faith LaHaie and the late Robert LaHaie. In 1960 he graduated from Green Bay West High School. He enlisted in the U.S.

Navy and served for two years. After returning to Green Bay he began his employment at Schrieber Cheese, retiring after 38 years. Wilbur has been the property manager for the Green Bay Bobcats. He enjoyed sports and often traveled to attend various events including Rose Super Bowls, and World Fairs." He is survived by his mother, sexual predator and therefore could remain on parole. Turner, who will stay on parole until 2013, is never allowed to leave his halfway house alone, and even his fresh-air breaks are monitored, the file showed.

"It's unusual," said Terry Marshall, who heads the nonprofit organization runs the Madison halfway house. "Everyone else is going in and out." It was Turner's case manager at the Foster halfway house in Madison who encouraged the 50-yearold parolee to file a job discrimination complaint against Waste Management Inc. in September, the file said. Army. He worked for Northern Paper Mills and ultimately the City of Green Bay until his retirement in 1989. Shepeck, Gordon E. Gordon E. Shepeck, 87, died Nov. 13, 1999, in De Pere. Born Oct.

19, 1912, the son of Ed and Minnie Shepeck, Gordon was a lifelong resident of Green Bay. Prior to retirement he was employed by F. Hurlbut Company for thirty years. Gordon is survived by the former Marie DeGreef, his wife of 62 years.
