In the past year, world oil producers have removed about 3 million barrels daily from the market, but analysts have said that has been mitigated by increased output from Iraq and cheating among those who have pledged cuts. And beyond that, some say demand is so weak that at least 1.2 million barrels daily above the 3 million would need to be cut to significantly increase prices. Crude also rose in nervous trading tied to the late-afternoon release of industry group American Petroleum Institute's weekly inventory data. Investors were taken by surprise last week when the group reported a sharp decline in crude inventories, which erased what had been a long year-over-year surplus. Management consultant Personnel Decisions International has suggestions to help bosses re-energize these workers. First, let the employee know in a non-accusing manner that there's been a change, and ask the employee how he or she sees the situation. Second, try to find out the reasons for the change is there a problem in the employee's personal life, or is something going on at work? Once the problems have been identified, involve the employee in finding a solution. And keep in mind that expressing appreciation will help motivate him or her. PRODUCT PLACEMENT: Did you like that car you saw in a movie, or the sofa you saw on that TV show? Chances are that the manufacturer paid thousands of dollars to get it there, hoping to elicit exactly that response from audiences.

Richard Heslin, a Purdue University psychology professor, says this practice, known as product placement, is an effective form of advertising because, "when we watch a movie or something on television, our defenses are down and we become more receptive to the messages that are coming at us." Manufacturers know that even if you don't see or notice labels or brand names when you're watching a movie or TV program, you might see the product in a store later and decide to buy it. IT'S 2000. ALL THE BUGS ARE GONE. NOW Companies that help computer users deal with Year 2000 bugs are hot commodities right now, but if they haven't figured out yet what they'll do once all the problems are fixed, they could be in trouble, says Individual Investor magazine. These companies, specialists in information technology, will see their revenue decline sharply next year if 20 percent or more of their business comes from Y2K contracts, the magazine says.

The most vulnerable are entrepreneurial concerns founded primarily on one idea or product for fixing the bugs. SHOES THAT PINCH YOUR WALLET, TOO: Parents grimace when they see the prices for basketball shoes, but the average price for these shoes edged downward during 1998, according to the National Sporting Goods Association. The trade group found basketball shoes averaged $55.48 a pair last year, down 0.2 percent from 1997's $55.57. But baseball and softball shoe prices were up a sharp 9 percent, rising to an average $43.03 a pair from $39.49. NICKEL-AND-DIMJNG AND DOLLARING, TOO: If you've ever thought about adding up what you spend on groceries, gasoline, utilities, insurance, health care and other day-today items and seeing just how bad the damage is over the course of a year, how does $26,379 sound? American Express surveyed more than 800 consumers and came up with that projection for a typical household budget in 1999. The survey also found that Americans are seeing big increases in costs for insurance, fast-food, subscriptions arid high-tech services such as cell phones and pagers. THE PSYCHOLOGY OF TIPPING: If you tip a lot, it may not be because you're getting great service. You may just be neurotic.

Cornell University professor Michael Lynn, quoted in Travel Holiday magazine, says his research shows the primary motivation for tipping in the United States is social approval. "You feel you have to do what is expected," Lynn says. "And you want the server to like you." Lynn says he's found that servers in restaurants earn bigger tips when they introduce themselves, smile, crouch down by the table and draw little smiling faces on the check. SAVING AT A YOUNGER AGE: The nation's younger adults seem to be much more cognizant of the need for retirement savings than their elders were at the same age. A survey commissioned by Lincoln Financial Group and Money magazine found 64 percent of Americans ages 18 to 34 are saving for retirement, and the average age when they started to save was 23.

That's 13 years earlier than people who are now 65 or older, and four years earlier than the average Baby Boomer. But many of the young adults surveyed said they believe they're not socking away as much as they should they're worried that Social Security might not be able to provide for them when they reach retirement age.
