Schmidt has announced a date of Feb. 4 for his retire- ment as police commissioner of Baltimore City. Schmidt had said Tuesday that he would retire from the job. Gov. Tawes had asked him to do so after a report highly critical of the Baltimore Police Department was made public by a special state commission.
