The bill is designed to many of the scandals have hit some housing 'programs. It would consolidate many of the present housing programs. The bill falls far short of the request to end many housing subsidy programs and to use revenue sharing to replace most community development plans. It would continue home and rental assis- vtahce programs and would provide for assis- tance to build public housing.

The committee did give President Nixon his requested $30 million per year cash housing allowance program to provide direct cash payments to aid low-income persons in obtaining housing. It also provides for lower down payments for FHA mortgages and increased amount of a mortgage that can be guaranteed. In.general, the rental assis: tance programs would provide that low income would not have pay: more than 25 per cent of their income for rent. Additional payments would be authorized to some tenants who cannot even meet the 25 per cent requirement. However, any tenant in assisted housing would have to pay at least utility costs for the apartment.

-A major complaint about previous housing programs was that inspections carried out by the Department of Housing and Urban Development of mortgage assisted homes failed to find defects. In many cities, unscrupulous contractors charged high prices for renovating but, tenants later found renova-'' tions were only superficial and the housing was unlivable. LONDON (DPI) Britain's coal miners today rejected a plea by Prime Minister Edward Heath to postpone a national mines shutdown during Britain's general election campaign. They voted to go ahead with it as planned at midnight tomorrow. -Sid Vincent, a mine union executive, said the vote was almost unanimous.
