"Psychological tests are being used more and more to spot and screen out in advance the type who would use badge to bolster ego, who can't keep emotions out of an ordinary traffic citation, or who always seem to require force to make an arrest," he said. "On the other hand," he added, "these tests are doing a fine job in finding the calm, quiet, genial but determined officers every police department wants." Lease, 46, is the litter type. After graduation from the University of Arizona, he worked up from pavement pounding to sergeant on the Tucson Police Force, serving from 1938 to 1953, except for the World War IT years when he fought with the Marines as a first lieutenant. From 1956 to 1959, he taught science at Sunnyside District Schools, then went to University as an instructor in police administration.

The AHA said, "The responsibilities and work load of a hospital the size of Pima County Hospital are great enough to warrant a full-time administrator." It recommended that the administrator be relieved of his duties as county physician so that he can devote his full time to administering the hospital. An AHA audit team, at the request of Dr. Francis Bean, Pima County Hospital administrator, recently conducted a survey of the hospital management. The AHA conducts the surveys free, using funds granted a year ago by the Ford Foundation. A special survey of the hospital facilities and management was conducted several months ago by the Pima County Medical Society after complaints by the hospital staff.

In its report to Bean, the hospital association points up a weakness of the present political structure of the hospital. The Board of Supervisors, it says, "does not have the time or tenure" to become adequately versed in hospital operation or problems. The board lacks continuity of purpose, experience, policy development and program, the AHA said. The AHA recommends that the Board of Supervisors appoint an impartial hospital advisory board representative of the county with terms of appointment sufficient in length to overlap. Recent changes in the status of charitable institutions regarding liability insurance should be investigated by the county attorney to determine if Pima County Hospital needs this coverage. The AHA suggests that the title of the Pima County Hospital Board of Governors--the medical governing body--be changed to "the executive committee of the medical staff" of the Pima County The change would lessen the confusion that arises between the board and the hospital's govern- naire was completed and returned to the AHA before the arrival of the audit team.

The background information enabled representatives of the board of trustees and medical staff, department heads and administrative staff to be interviewed in a minimum of time. The audit team's mission was essentially a fact-finding one to determine the degree to which the various components of the hospital organization meet their responsibilities.
