PAGE 10 Dr. Alexander going to prison Tucson physician Clifton J. Alexander must begin a six- month prison term next Thursday for distributing drugs illegally. Alexander pleaded guilty in February 1974 to two counts of illegally prescribing methadone, a drug used to help heroin addicts, in return for federal court dismissal of 26 other drug-related charges brought by a federal grand jury last year. U.S.

District Judge William C. Frey signed the order yesterday directing Alexander to surrender to federal marshals Jan. 22 to begin serving the sentence. Judge William N. Goodwin, who since has died, sentenced Alexander in March, but the sentence was stayed temporarily by the 9th U.S.

Circuit Court of Appeals in San Francisco. Alexander, 61, won a temporary restraining order in June from Maricopa County Superior Court Judge Lawrence H. Doyle who held in abeyance the revocation of Alexander's physician's license. The license was revoked May 21 by the Arizona Board of Medical Examiners. Alexander's attorney, University of Arizona law professor Jack J.

Rappeport, won the restraining order from Doyle after filing a petition for review of the medical board's action, which he called an example of "extreme bias and prejudice." Doyle is expected to rule Saturday on the temporary order restraining revocation of Alexander's license. In 1971, Alexander became the first Tucson physician practicing alone to receive a federal permit to dispense methadone. In August 1972, however, the U.S. Department of Health, Education and Welfare began an investigation of his methods, and his permit was revoked last March. South Korea discovers oil SEOUL, South Korea (AP) President Chung Hee Park has announced that oil has been found for the first time in South Korea near Pohang, on the southeast coast 170 miles south of Seoul.

In a televised address, Park said the oil was of "good quality" and foreign technicians who visited the site said prospects were ''promising." But he catuioned that the size of the deposit and its commercial value had not been determined. Ballot to decide city use tax? Tucson voters may have a chance in the April 6 special city election to tell the City Council whether they want a new use tax. The council Monday did not vote on an ordinance to create such a tax after City Atty. James D. Webb said the council may need voter approval through a City Charter change to enact it.

City Manager Joel D. Valdez recommended yesterday that the use tax not be adopted by the council of voters reject such a charter amendment. Changing the charter would not establish the tax but would authorize the council to do so. Valdez last month recom- mended that the council impose a use tax of up to 2 per cent on costly items purchased outside the city for use within Tucson. Items up to $500 would be exempt.

He said the tax would raise $200,000 a year in city revenues. The special election was called to renew the city's franchise with Tucson Gas Electric which will pay most of the cost of the election. City officials already have added several other questions to the ballot, including one that would prohibit strikes by city employes in many instances. Trr?
