M'CANN UP Correspondent The future of the East German territory now occupied by Poland is likely to become a big issue before long. German Chancellor Konrad Adenauer is expected to take the first step soon toward eventual establishment of formal diplomatic relations with the "independent" Communist Polish government. When that time, comes, the status of the 38,900 square mile area of Germany east of the Oder and Neisse rivers will become a topic for discussion and for negotiation. Then, at the Potsdam conference, the United States, Great Britain and Soviet Russia put the rich territory under Polish administration pending the conclusion of a final German peace treaty. Twelve years later, no such treaty has been signed. But Russia and Poland regard the Oder- Neisse line as the permanent frontier. 'The East German Communist puppet government has formally "recognized" the area as permanently Polish.

It lacks any authority to give such recognition, of course. The United States, Britain and West Germany still regard the territory as German, under Polish occupation. There have been indications for several months that Adenauer thought it would be a good idea to establish relations with Poland. Adenauer has said repeatedly and emphatically that Germany never will go to war to recover the territory. But the West German government was deeply disturbed when President Tito of Yugoslavia, welcoming Polish Communist leader Wladyslaw Gomulka to Belgrade for their conference this month, called for the establishment of the Oder-Neisse line as the permanent border.

Adenauer, in an interview in Bonn Sunday, spoke very cautiously. But he made it known that he intended first to seek closer trade and commercial relations and then "proceed step by step." He also came up with a new idea. He said first that the 6.5 million people of the occupied territory, nearly all of whom were expelled by Poland, "must have a chance" to return home. Then Adenauer spoke of the possibiiry of "integrating" the territory into "a greater unit." By this, he explained, he was speaking of the European coal and steel community, under which six countries agreed to pool their coal and steel resources, and the later agreement under which the same countries decided to level tariff barriers and establish a common market area covering Western Europe. Adenauer did not go into details.
