A number of ladles were horrified to see one of these officers kick a poor shoelace peddler in the groin, and then give him a shove, iu front of O'Neil's dry goods house. The peddler fell to the itreet with a groan. He arose to his feet again on being ordered by the brutal officer to "clear off block." The peddler cried and was doubled up with pain.

Harmes became the victim of a R. R. accident which necessitated the amputation of both of his legs. Five months after he provided himself with a pair of Marks' artificial legs with rubber feet. With these he was enabled to walk without the aid of a cane.

A short time afterward he was appointed station agent, which he holds at the present time. He found the man unconscious and doubled up as though suffering in tense agony. Without loss of time the peddler was placed in the ambulance and removed to the hospital, where the physician said that he had to give the peddler morphine to deaden the pain. The peddler was Ellas Mascovitch, 34 years old, born in Roumanla. and lives at 78 Forsyth street. The doctors' staff were kept busy for some time on Mascovitch before tbey met with any success.

When he regained his senses he told Dr. Coley that the officer had ordered him away. He was going when the policeman jumped in front of him and gave him a kick in the stomach. Mascovitch was detained in the hospital until 10 o'clock last night, when at his own request he was allowed to home. Mascovitch, it was said by the doctor, as been permanently injured, and Chief Clerk Allen said that the Injury may yet prove serious to Mascovitch.
