SUNDAY MORNING, MARCH 1, 1992 THE GALVESTON DAILY NEWS 5-A Second blast rocks London Associated Press LONDON There was an explosion in central London Saturday near an office of the national prosecutor's headquarters, police said. It occurred one day after a blast at a busy railway station injured 28 people. Glass littered the road but no one appeared to be hurt, the policewoman said. A police woman at the scene said they had received a warning of a bomb in the area. The neighborhood contains many office buildings and is quiet on weekends.

Police sealed off the area to search for more explosive devices. No one immediately claimed responsibility, but suspicion fell on the outlawed Irish Republican Army. The group did claim Friday's blast and warned of more political violence to come. The bomb Friday went off in the men's room of London Bridge Station during the morning rush hour. Four of the 28 people injured remained hospitalized Saturday.

In a statement issued on Saturday, the IRA said that as long as the British rule over Northern Ireland, "then within their own national territory they will live with the reality of their Irish The IRA seeks to end Britrsh rule in Northern Ireland and has been a bombing campaign in the London area. The group said it had not meant to harm any civilians with Friday's blast, and that a 30-minute warning had been delivered to police. "B'ailure to act promptly on this warning" led to the injuries, the statement said. George Churchill-Coleman, Scotland Yard's antiterrorist commander, said the warning came less than nine minutes before the blast and did not specify where the bomb was planted among 15 railway stations. He said the attack was "designed to kill." A caller told Ulster Television's London bureau that a bomb had been planted in a central London train station.

Earlier Saturday, Oxford and Regent streets among London's busiest shopping areas were sealed off after another bomb warning, but no devices were found and the streets were reopened, Scotland Yard said. Israeli cafe roof collapses; 4 die, others trapped Associated Press JERUSALEM A roof over a popular coffee house just outside the old walled city collapsed Saturday, killing at least four people and trapping scores of others underneath, police and hospital officials said. Police spokeswoman Anat Granit said the incident in Arab east Jerusalem was not the result of a nationalist attack. Jerusalem police Chief Chaim Albaldes called the incident a "terrible tragedy" and said dozens were still believed buried under the concrete, earth and stone. Rescue operations were expected to continue through the night.

Witnesses said a high stone wall, weakened from persistent rains and snow, fell on the roof of the cafe, causing it to collapse on top of about 50 people. The Paradise Garden was a scene of mass confusion as rescue workers tried to clear the rubble and evacuate ths injured. Some rescue workers were injured when a second stone wall fell. "I heard people screaming and saw a hand sticking out of the rubble," said Mazen Shweiki, who was passing by just after the accident and helped evacuate injured.
