The Soviet project is for a collective European security arrangement to embrace the whole of the continent, east and west, with its own superstructure of a special top organization to be embodied in a sort of, charter for European peace. It is still in its early stages since the project is intended for the European Security Conference which awaits approval by the representatives of 32 European nations, the United States and Canada, now laying the groundwork in talks in Helsinki. But' the project is seen already to reflect the intentions of the Kremlin and its broad design for a revamped Europe in the 1970s, based on the concept of some form of codified coexistence. The West is aware of the idea and while is itself anxious for improved and updated European security, it is suspicious of the implications of a European peace charter as bandied about presently. Western diplomats make no secret of their fear that in its present form, the plan could seriously undermine the Western defense posture and the West's, will to remain firmly aligned against possible future threats to its security and way of life.
