Sitka Sentinel, Sitka, Alaska, Tuesday, March 5, 1985 Prompt Pay Bffl Given Nod in House JUNEAU (AP) The state would have to pay its bills within 30 days or pick up the interest charged companies that have to get short-term loans while waiting for the payment, under legislation passed by House lawmakers Monday. The bill, introduced by Rep. Dick Shultz, R-Tok, applies to all billings to the state of less than $500,000. A similar measure, drafted by Sen. Edna Devries, R-Palmer, is already being considered in the Senate.

Shultz said companies doing business with the state know they are going to get paid, but his proposal would make sure those companies know the money is coming within 30 days That keeps businesses from having to go the bank for short-term loans if state payments aren't made on time, Shultz said. "It's just good policy to have a statute that requires the state to pay its bills in a timely manner," he said. Shultz said the prompt-payment idea is already in effect in about 35 other states, and is used by the federal government. Nicaraguan Rebels Accused of Abuses r. ByROBERTPARRY Associated Press Writer WASHINGTON (AP) All sides in Nicaragua's conflict have violated laws of war, but the leftist Sandinista government has reduced its abuses while those of the U.S.-backed "contra" rebels have continued unchecked, a private human rights group said today.

The New York-based Americas Watch Committee also charged that "the United States has aided and abetted the contras in committing abuses by organizing, training, supplying and financing them, and by serving as their vigorous and enthusiastic public relations advocate." Americas Watch, which monitors human rights in the Western Hemisphere, also claimed that by producing a rebel manual with advice on "neutralizing" Nicaraguan officials, the CIA "directly solicited the contras to engage in violations of the laws of war." President Reagan, in recent appeals for renewal of U.S. aid to the rebels, has praised them as "freedom fighters" and the "moral equal of our Founding Fathers." He has denounced the Sandinistas as brutal cruel." In a 97-page report, entitled "Violations of the Laws of War by Both' Sides in Nicaragua," Americas Watch, said the rebels have launched in-; discriminate attacks on civilians, tortured and mutilated murdered wounded; soldiers, taken hostages and raped women. The report accuses the Sandinista. government of massacring 14 to 17 Miskito Indians in 1981 and seven others in 1982. But Americas Watch said its evidence "shows a sharp decline in violations" by government forces after) 1982, despite some abuses as recently as a year ago.
