Rockefeller immediately appointed Weekly's assistant, Thomas Burns of Charleston, as acting director. Officially, Weekly said he resigned because of personal reasons. But he told WSAZ-TV that Rockefeller had placed him in a situation that left no alternatives. He did not elaborate The Hooding situation has been handled by the state police, not the Office of Emergency Services, with state police Supt. Barley Mooney in personal command.

Rockefeller's, press aide, Scott Widnieyer, said state police were given charge of the operations because they had the best communications system into the disaster area as of Tuesday evening.
