John Evans Blames Governor For Failures in Legislative Session EDITOR'S NOTE: This is another in a series of interviews with area legislators concerning the recent second session of the 40th Idaho Legislature. BY CHRIS CARLSON Journal Staff Writer The minority leader of the Waho Senate, Sen. John Evans, D-Malad, feels the second session of the 40th Legislature made some notable accomplishments. And he places its major failures squarely at Uie feet of Republican Gov.
