The Communists annonuced: that diplomats accredited to the West German government would need permission of the East German foreign ministry to enter East Germany or East Berlin. On Sept. 8 the East Germans barred West Germans from entering East Berlin without special passes. Today's new restriction appeared to be part of a Communist campaign that eventually could split the city for good and establish a national frontier in Berlin such as that which runs through Jerusalem.

All that remains for the Communists to do to erect such a frontier would be to bar Big Three diplomats from East Berlin, then West Ber. liners, and finally prevent: Communists today sealed off diplomats and banned them without specral permission.
