Cards Inc. on Thursday announced a new line of greet. ing cards that will put the Hall" mark name in discount stores for the first time. "Expressions from Hallmark" will be launched in early 1997 in mass-merchandise outlets.

Those outlets now carry the company's Ambassador line, which Hallmark will continue to offer. At the same time, Hallmark announced it was doubling to more than $100 million its promotional campaign for Hallmark Gold Crown stores, most of which are independently owned and operated. Analysts praised the move, saying Hallmark is likely to greatly increase its business. "This is a big deal," said Eric Bosshard, an analyst who follows greeting-card companies for Midwest Research-Maxus Group in Cleveland. "This is not exactly the Hallmark name but it's enough that it's going to get consumers' attention, and that will get retailers' attention." The greeting card business has been stagnant overall, but trade has shifted in recent years from specialty stores toward discounters like Wal- Mart and Kmart.

And American Greetings the second-largest card company behind Wal-Mart, has been gaining market share by doing a much bigger discount business, Bosshard said. "This is clearly an effort they're taking to address that," Bosshard said. Hale, a former Salinan and president of Kansas City-based ADM Milling, is among four Archer-Daniels-Midland Co. managers who will step down from the agriculture giant's board of directors.

In a letter to Archer-Daniels- Midland shareholders, Dwayne Andreas, chairman and chief executive, attributed the move to a January report by the corporate governance committee recommending that a majority of the board and its committees be composed of outside directors. Andreas said that James Randall, the company president, and Michael Andreas, the executive vice president, would not stand for re-election. Also stepping down will 'be Hale and Martin Andreas, the company's senior vice president. Dwayne Andreas plans to continue on the board. Jack Vanier, Brookville, also is a member of the Archer-Daniels board.

Critics said that the directors were failing to treat a federal criminal investigation of the company's business practices seriously, in large part because of their ties to management. Three grand juries are investigating accusations that senior Archer-Daniels officers engineered a conspiracy with competitors to fix prices for several food additives and animal feed, including lysine, high-fructose corn syrup and citric acid.
