NEW YORK Wl A New Jersey prosecutor, basing his appeal on road checks of teen-agers returning from New York, asked yesterday that New York's minimum drinking age be raised from 18 to 21. "We think the impact of New York's law in New Jersey is enough to warrant a change, said Edward J. Dolan, Middlesex Loun ty prosecutor. Dolan said that during a four-month period. 2,800 cars were stooped during road checks on the Outerbridge Crossing between Staten Island and Perth AmDoy, N.J., forty per cent of the drivers were under 21 years old, he said, anrl were accompanied by three or four persons also under 21.
