The company's loan application received at Reconstruction Finance Corporation headquarters here a few days ago, is being studied by that agency and the Commerce Department's National Production Authority. One question is whether the NPA would shoulder the entire S83 million under the loan authority it got in the Defense Production Act, or whether RFC would furnish part the money under its regular business loan program.

Government Interest in seeing that Lone Star has a part in the move to expand the country's steel output was shown two weeks ago when the company was given a certificate for rapid tax write off of a $73,425,000 part of its expansion investment plan. The certificate wa.s provided by 1 the National Security Resources' Board, which tries to coordinate efforts by the NPA and other government agencies to increase output of vital goods for the defense program. Lone Star, a company in which prominent Texan E. B. Germany has layed a major part, acquired a World War II plant from the government after the war.

Abfat a year ago, the company asked RFC for a 560 million loan. It countered with an offer to put up about $34 million if Lone Star would put up $26 million on its own and spend the company money first. RFC officials said that offer has never been withdrawn, but the company prefers to let it pass and to substitute its new loan application. If RFC advances part of the requested S83 million under its regular business loan program, Lone Star will be required to pay interest of five per cent a year and to repay all the loan within 10 years. NPA, however, is not limited to any set terms or conditions under its loan commitment authority in the Defense Production Act.

NPA could, therefore, authorize all or part of the loan under more liberai by extended the repayment period beyond 10 years for example. Even if NPA makes the entire loan, Lone Star would draw Us money from RFC as paying agent for NPA. But responsibility for the decision to advance the moue would lie with NPA rather than RFC. publican National Committee will meet here Jan. 26 to plan strategy by which it hopes to win election of a GOP president and Congress in 1952.

It will he the first meeting of the full committee since the Nov. 7 elections in which the GOP scored net gains of five Senate, 27 House, and six governor seats.
