8 Tuesday, November 10, 1992 State SCm-uillf iatltr Superintendents cool to school plan AUSTIN (AP) Superintendents from a wide spectrum of school systems didn't hesitate to criticize the school finance plan put forward by Gov. Ann Richards, Lt. Gov. Bob Bullock and House Speaker Gib Lewis. After speeches by the state leaders Monday to hundreds of superintendents, many said the leadership plan would raise faxes in their local districts.

"Based on the fact that no new money will be coming from the state, I think definitely this will translate to very large property tax increases at the local level. Either that or cutting programs significantly," said Hugh Hayes, superintendent of the Katy school district near Houston. But, he added, "If I had the answer 1 sure would raise my hand and tell her (Richards) what it is, and I don't have it." Charles Floyd, superintendent of the Abernathy school district north of Lubbock, said he realized the state was strapped for cash, but added that the leadership plan would force local districts to "make a silver purse out of a sow's ear. They're asking us to do a lot with a little." Elaine Ballard, superintendent of the Paris school district, said she opposed the plan because it vl-ould reduce state funding to her system. "We have to look out for olirselves.

I'm hoping that another comes forward," she said. Dick Parker, superintendent of Lampasas school district, said Richards' comment that thfey don't have to raise taxes is a false argument. "If I am to maintain any kind of a viable educational program at all for my students, there is no choice. Without that tax increase oilr educational programs would suffer tremendously. It would gut thb educational program in Lampalsas," he said.

After taking questions from the superintendents, Richards said she hoped they understood there arc two separate components to the proposal. The plan includes a proposed constitutional amendment, which would require voter ratification, to set a standard for school equity, the leaders have said that the enabling legislation to spell out details ctiiuld even wait for the regular legislative session that starts in January. "I think they made one big serious error no quick picks," said Pipkin. "It's the critical piece of mistaken thinking they (state lottery officials) have taken so far." Since most people pick their "lucky" numbers or birthdates, the lower numbers are usually the most used, he said. If these numbers are drawn, then the likelihood is that there will be many more winners to share the payoff. In quick-picks, the numbers are chosen at random and there is little chance that anyone else would have those numbers.

Therefore if those numbers hit, the payoff would be greater, Pipkin said. He said he is urging people to write lottery officials asking them to institute quick-picks. Texas Lottery Director Nora Linares said the state did not offer that option because she believed that players would want to learn how to play and pick their own numbers. "It's really up to people to learn how to play the game," she said. But, she said, quick-picks will be available some time in the future.

She said she was not disappointed by the Lotto Texas sales. Lotto sales traditionally start slow, compared with scratch-card games, but accelerate as the jackpots grow, she said. In addition, Ms. Linares said that it was unfair to compare Texas' start with California, because California had a drawing for the lotto three days after tickets went on sale.
