Countr Tuesday, November 10, 1992 3 Commission OKs Bandera, Gillespie racing dates By JAMES HENRY FRAZAR Times Correspondent AUSTIN Bandera Downs and other Class II received live and simulcasting rac- ing dates for 1993 Monday, but not before the Texas Racing Commission played out a waiting game with the three operating Class II race tracks in Texas at their meeting in Austin. The commission also approved racing dates for the Gillespie County Fair and Festivals Association over the protests of representatives of the Stonewall Chamber of Commerce and dates for the proposed Lubbock Downs. As the skies of Austin darkened at 6 p.m. and many of the racing officials and horsemen attending the meeting wondered if the TRC would approve any 1993 dates for Bandera, Manor Downs and Trinity Meadows, TRC executive secretary David Freeman reiterated a compromise that he, racing officials from the three tracks, and representatives from breed associations had hammered out in an impromptu meeting in the hall of the Stephen F. Austin building outside the on-going TRC meeting.

It was the second time the compromise was stated and this time commissioner Glenn Blodgett, who had voiced opposition to giving Trinity Meadows any racing dates until they made improvements in their facility, relented and moved to accept the compromise. Commissioner Anne Dunnigan Wilson, who had also told Trinity to improve its operations, seconded the motion. The two ex- officio members, Public Safety Commission chair Robert Holt and deputy comptroller Bill Hamilton representing State Comptroller John Sharp, voted "aye" to make the decision unanimous. Noticeably missing was commissioner Hugh Fitzsimons, who left shortly before the compromise was repeated. Fitzsimons was the most outspoken opponent of giving Trinity racing dates.

Commission chair Pat Pangburn (a greyhound commissioner who could not vote on horse racing-only issues), said Fitzsimons had to be somewhere else at that late hour. The compromise gave Trinity a split meet something opposed by numerous quarter horse owners and trainers, the Texas Quarter Horse Breeders Association and the American Quarter Horse Association and endorsed by numbcrous thoroughbred owners and trainers and the Texas Thoroughbred Breeders Association in testimony given Monday where thoroughbreds only would race Thursday through Sunday and holiday Mondays, March 6 Aug. 8 (92 days) and quarter horses only Thursday through Sunday and holiday Mondays Aug. 19 Dec. 31 (77 days) for a total of 169 days in two meetings.

Both Bandera and Manor said they did not want their 1993 dates considered until Trinity's had been approved. Bandera's attorney, Lambert Townsend, went as far as to say that if Trinity was not given a split meeting, Bandera would consider not racing at the fall. (Bandera has had to compete with Trinity to get thoroughbreds to race at Bandera and Trinity racing quarter horses in the fall would allow Bandera an easier time to get thoroughbreds that would have raced at Trinity.) With the compromise Bandera Downs received its request for 117 days, Friday through Sunday and holiday Mondays March 6 Nov. 28 with two weeks off in August. Freeman, reiterating what Bandera Downs general manager Billy Bowers had agreed to, said Bandera would race more quarter horses in the spring and early summer while Trinity was racing throughbreds and more thoroughbreds in the late summer and fall while Trinity was racing quarter horses.

In separate action, the commission approved 12 racing days for the Gillespie County Fairgrounds track June 19-20, July 17-18, Aug. Aug. 20-22. Members of the Stonewall Chamber of Commerce testified that the June 19-20 dates interfered with their Peach Jamboree (held on the third weekend in June for 31 years) and asked the commission to disallow those dates, dates that Gillespie has historically not had. Gillespie officials, who were in the audience, did not make any statement.

The commission approved the dates. Tltnea corrMpondont JIITIM Fruar on reached 535-6324. 896-7330 Claim, AARP offer drivers' ed class KERRVILLE A driver improvement program for persons 50 years of age or older is currently being offered in Kerrville by Dietert Claim and the American Association of Retired Persons. Bob Cooper, a volunteer spokesman for the driver's ed class, says the "55 Driving" class is offered three times a month depending on the number of people who want to take the class. "We normally take a minimum of 18 and not more than 30 people," Cooper said. The course is presented through small group discussion, slides and instructor guidance. It is an eight- hour course conducted in two sessions at a cost of $8 for both sessions.

The class is designed to update driving knowledge and sharpen driving skills and covers subjects such as physical changes, interacting with traffic, accident prevention and adverse driving conditions. The Texas Department of Public Safety in Austin reports that last year in Kerr County seven people were killed in motor vehicle accidents. Of those seven, four of the drivers involved in fatal accidents were at least 55 years old. Two were 75 years or older. While this is primarily a driver improvement program, insurance companies in Texas are required by law to provide an insurance reduction to those who successfully complete the course.
