The subcommittee added it was convinced that the decision to jrant the export license was 'a grave error an error in judgment which stems from a more basic error in procedure." Hodges sent a telegram Thurs day night to Sen. Thomas J. Dodd, vice chairman of the subcommittee, saying he had revoked the export license 'as we are informed the Defense Department has need of these machines and will enter purchase negotiations with the Bryant Company." Dodd, expressing his gratification, sa.id "these machines are of critical importance in the manufacture of high-precision miniature ball rl bearings which are the hearts guidance systems." Both Hodges and his predecessor, former Secretary 01 Commrece Frederick H.

Mueller, had taken the position thai Russia could buy the machines elsewhere and that therefore an American firm might as well get the business. The Internal Security Subcommittee disputed this on the basis of testimony it said it had taken from 12 recognized ex- parts in the ball bearing field This testimony, it said, gave overwhelming support to the stand taken by the Defense Department that the Bryant Company machine was unique unc that filling the Soviet's 1.5 mil lion dollar order would enable Russia to improve its missile guidance systems. The subcommittee said test! mony indicated that Soviet in dustry, left to its own resources is years removed from the pro duction of a comparable ma chine.
