for having three registered Angus cows included in the American Angus Association's 1990 Pathfinder Report. Only 950 of the more than 24,000 members of the American Angus Association are represented in this year's report. The Pathfinder Program identifies superior Angus cows based on recorded performance traits that are economically important to efficient beef production. These traits include regular calving and heavy weaning weights. All registered Angus cows that meet the strict Pathfinder standards are listed, along with their owners, in the annual publication.

TERRIE BAD HAND and PATI MARTINSON, co- directors of Taos County Economic Development Corporation, were featured guest speakers at a recent Rural Economic Development conference sponsored by the U.S. Rural Electrification Administration. They spoke about how community involvement made possible the Taos business incubator project. More than 700 persons attended the two-day conference July 12-13 in Denver. "It was great to receive this kind of recognition for our work and the work of the people in Taos County," Martinson said.

'There was high interest among the attendees in incubator projects and we are pleased to have the Taos project singled out as a success." The local incubator currently employs 70 people in 12 businesses. Also on the panel was Ernesto Gonzales, general manager of Taos' Kit Carson Electric Cooperative. KAT FEATHERSTON has been named general manager of the I Love Taos Company on the Plaza. Featherston was a former manager at Wal-Mart headquarters and assistant manager at the Taos Wal-Mart store. CATHERINE NAYLOR, a local counselor and educational consultant, was in Chicago facilitating a three- day seminar for international managers of the world-wide accounting and consulting firm of Arthur Andersen and Company.

The focus of the seminar was the presentation and practice of skills used in public speaking, training and sales presentations. 'R' Mediators offer locals new options By Patrick Henry Staff Writer Professional mediators say they offer an alternative to the time-consuming and expensive process of going to court. "It enables people to come to a decision that is mutually acceptable," said Linda Barboa of Mediation Services, a professional mediation service based in Angel Fire. Barboa said she and her associates travel all around Northern New Mexico to help settle everything from divorce and separation agreements to business and workplace disputes.

Mediation involves both parties meeting with a trained professional, like Barboa, qualified to help them come to a mutual agreement. Mediation fees generally run from $40 to $60 per hour. Although parties often consult lawyers before and after the process, attorneys are not allowed to be present during mediation meetings. "We're not lawyers," said Julie Krupcale, a mediator based in Taos. "We don't make decisions.

What we do is help both parties come to an agreement." Barboa said that although mediation has been recognized as a "formal science" since the early 1970s, only in recent years has it become a popular alternative. Today, many court districts automatically refer divorce cases involving child- custody or child-support issues to mediation, giving the divorcees a sense that they took part, personally, in reaching a settlement. "It helps take some of the emotion out of it," said Gene Weisfeld, a Taos attorney and mediator. "I try give them a fair amount of freedom to say what they want," Weisfeld said. "After all, it ia their problem." Instead, he has each party sign a contract before the mediation process starts defining just what the procedure entails as well as the role he will take as the mediator.

Musselman said that being an attorney "probably" makes her more qualified to be a mediator just because she has handled more dispute-oriented situations than most mediators who are not attorneys. Weisfeld also said that a legal background can be helpful in the determination of community and separate property although he personally refuses to give any legal advice during mediation. In Santa Fe, where mediation is a booming business, the process is sometimes handled by a team of one male and one female, with one of the mediators having some legal experience and the other some familiarity with psychology. Currently there are no certification requirements for mediators. Krupcale said some states are making a master's degree in child development a condition for eligibility for court referrals.

How binding is the final resolution? Musselman said it is usually very solid since people are generally more willing to stick to an agreement they reached in mediation, as opposed to a decision handed down by a judge. Aside from that, the final result is a written contract signed by both parties. A breach- of- contract- means either more mediation or, when mediation court date.
