men guilty of passing off paper as cash BUFFALO Two New York men admit they took part in a scam in which they passed off paper as money, saying it had been dyed either black or white and could be restored. The U.S. Attorney's office in Buffalo said Eugene Cooper of Buffalo and Gooding Vincent of Syracuse face up to one year in prison after pleading guilty Friday to using paper as money. Prosecutors say the men ran what's referred to as a black money scam. Scammers tell victims that stacks of paper are bills that have been dyed to sneak past authorities.

They ask for money to buy chemicals to restore the cash, promising to share it. In this case they sold what they said was $10,500 worth of bills to a confidential informant for $10,000. Karen Castoro, FNP Plattsburgh base opens museum PLATTSBURGH For the first time in nearly 20 years, there's a museum at a former U.S. Air Force base in northeastern New York. The Plattsburgh Air Force Base Museum is scheduled to open Saturday.

The base had a museum when the Air Force shut it down in 1995 after 40 years in operation, but most of its assets were removed. The Plattsburgh Press-Republican reported that members of the Battle of Plattsburgh Association, which operates the air base museum and the War of 1812 Museum worked with local Air Force retirees to collect items for the new museum and a grant from a group of veterans helped get the project started. The exhibits include a military patch board, base timeline and a display of assigned aircraft.
