The institute, which began on June 17, runs through August 9. Participants speak Spanish at all times during the day, even at meals and in their dormitory.

Their program includes classes in language skills; methodology with emphasis on the audio-lingual method of teaching; Hispanic culture and civilization, with lectures in Spanish on significant aspects of Hispanic life and its heritage and with Spain and Latin America being considered on alternate days; linguistics; and supervised individual practice in the language laboratory. However, officers had a good idea who the missing pair were. The first to appear was Billy De Herrera, 25, of Costilla, who gave himself up lo the sheriff. Then officers Sunday picked up his brother, Ernesto De Herrera, 33, and next a 17-year-old Taos juvenile who returned here two weeks ago from reform school at Springer. All three are charged by the federal complaint; Taos DA Reynolds says all three will be charged with rape. In the meantime, FBI men located the woman in Pueblo, and the 10-year-old girl.

The FBI said the girl told them she was raped by each of the three men, although she denied it earlier. The kidnapping charges arise from the border- crossing into Colorado.
