A three-man panel, named by the Salary Stabilization Board to study the question of the hour, has held hearings here for the last two days, and hopes to settle the question by Labor Day. It's whether a baseball player is more like a lawyer than a bookkeeper, In the eyes of the National Production Act. A bookkeeper's pay is controlled by the federal government.

One of the farmer's big complaints that prices usually drop at harvest time and go up after he has sold his crops. It is difficult for him to understand why prices should vary thus. All this is the crux of camplalnts coming out of the south over a rather sharp break In cotton prices.

'Speculators" are being blamed for the price fluctuations. The government also Is coming In for crltlclspi because It doesn't do something. 1950 Crop Small. Last year's cotton crop was small. But for a reserve of about 7,000,000 rales from previous crops, the na- would have faced rationing of cotton products.

The government had to limit exports to gave enbugh for this country's needs. Prices quickly climbed from.about 30 cents a pound to 45 cents. The government slapped on ceilings but most of the advance came after the crop had' been sold. This year farmers are producing about 60 per cent more cotton. Even so, the total supply available until the 1952 crops Is harvested no larger than it was last year.

The demand is just aa great. It appears that reserves a year 'rom now will be dangerously low. Yet prices are a fourth lower than they were in the midst of the 1980- crop marketing season. A Demand Still Stated differently, a supply and demand situation which pushed trices up to 46 cents durlne the 1950 crop-marketing season sqB ex- sts. So, growers ask, why shouldn't the price bo around 45 cents Instead of the 34 cents actually being offered in today'p markets? Prices are governed by day-today and week-to-week demand and supply conditions rather than conditions.

If all not just DO grown and harvested the year around, there would be less fluctuation in prices. Crops not needed today but which will be needed months from now must be carried by someone. That someone often Is a spccula- He assumes a risk In buying and holding products for a later market and naturally buys as cheap and sells as dear as he can. If there were no possibility for a speculator to make money on such holding operations, the farmer would be able to market only a part of his crop at any one if at all. Farmers Speculators.

The government price support loan programs are supported to enable the farmer to asume the role of hold his crops for a higher price. The farm can put a crop under government loan until prices go up then pay off his loan and sell the crop. But, unlike the market speculator, he takes no risk of a price decline. If prices fall below the loan rate he can forfeit the crop The government takes the loss. The distance that radio waves travel under water depends upon their frequency.
