And after waiting far longer than in past seasons, they have started bringing out the abrasives to try to rub out the bad etchings. This week right before release of new ratings ABC announced two of its series, "The Greatest American Hero" and "The Quest," will have their last broadcasts for the time belng-and perhaps forever-Friday.

Both shows have done worse-than-poorly against CBS' competition of "Dallas" and "Falcon Crest." Last week, CBS announced It was pulling "Alice," "Filthy Rich" and "Tucker's Witch" off the air for the same low-ratings reasons. All five series are technically on hiatus, and may return. Some have stayed in production, while unaired episodes of others still exist. In the case of "Alice," CBS has gone a step further by scheduling a limited, two-week "return engagement" for the series in January. MEANWHILE NBC, which is again dragging along In third place, continues to give some of its low-rated series votes of confidence.

Previously It had announced a full-season commitment for "Cheers," "Taxi" and "Family Ties." This week it extended the sam? courtesy to "Silver Spoons" and "Knight Rider." (CBS also announced this week it had given Its low-rated "Seven Brides for Seven Brothers" series a go-ahead for 18 additional episodes this season.) "There's a good chance we may still rearrange the time slots of some of these shows later on in the season," a NBC representative said. "But so far we're holding fast Maybe we'll start to get some good news after the first of the year." YouVe Got to See It, Ws Tb Ocllcwe It! EVEN THOUGH a meeting of the three never took place during the Civil War, the presences of Robert E. Lee (played by Robert Symonck), Abraham Lincoln (Gregory Peck) and Ulysses S. Grant (Rip Torn) dominate the No. 2-rated "The Blue and the Gray." OUBE rrgitlrtw wtvicf ol Wnp AmM Commutioni 1982 SELLING CINCINNATI prime time.

The Top 10 shows for the week were: 1. "60 Minutes" (CBS); 2. "The Blue and the Gray," Part 1 (CBS); 3. "Dynasty" (ABC); 4. "Dallas" (CBS); 5.

"Three's Company" (ABC); 6. "MASH" (CBS); 7. "9 to 5" (ABC); 8. "Magnum, P.I." (CBS); 9. "The Fall Guy" (ABC); 10.

"Private Benjamin" (CBS). Those new series which have been told they're on for an entire season have lots of room for ratings Improvement. On NBC: "Taxi" finished 36th, "Knight Rider" finished 37th, "Silver Spoons" finished 38th, "Family Ties" finished 39th and "Cheers" finished 50th. CBS' "Seven Brides" finished 57th. NBC's rating was 14.2 and its share was 23 The ratings once again Indicate most of the new series are in poor-to-bad shape.

The same can't be said of specials and movies, however. The first episode of "The Blue and the Gray" on CBS Sunday night finished second for the week among 65 shows. "Superman" and "The Blue Lagoon," which ran on ABC and NBC, respectively, opposite the CBS Civil War mini-series, also did well. "Superman" finished 18th and "The Blue Lagoon" finished 22nd'. The combined ratings for the three Sunday specials was 62.9 well above the normal combined ratings levels for an evening's November certainly Isn't NBC's month.

The prime-time network ratings for the week ending Nov. 14 (released Tuesday by the A.C. Nielsen Co.) showed NBC 4.7 rating points and 7 share points behind first-place CBS In the prime-time averages. (Each rating point In a national survey such as this is equal to 1 of the estimated 8.2 million TV-equipped households in the country. A share Is a percentage measurement of viewing levels in only those TV-equipped homes which had a set turned on during the time the measurements were taken.) CBS'S AVERAGE rating for last week was 18.9 and Its average share was 30.

ABC finished second with an 18 rating and a 28 share.
