Senate Democratic Leader Mike Mansfield said Sunday he believes a decision may be made to deploy substantial numbers of American troops in the Mekong Delta area con- troUed by the Viet Cong. "We cannot foreclose the possibility of an escalation of the war," he said. And Sen.

J.W. Pulbright of Arkansas, chairman of the Foreign Relations Committee, said, "I think they will increase the manpower over there substantially in the near future, proba- blv following this conference."
