Daily News-Miner, Fairbanks, Alaska, Monday, March 12,1973 Congressmen, staff cost taxpayers much -WASHINGTON (AP) It costs taxpayers an average of 088,000 a year to keep a representative in Washington and pay for his office staff, Senators come somewhat higher, each. basic costs include the (42,500 annual salary of each of the 100 senators and 438 representatives and delegates, plus staff payrolls. Each House member is allowed about $165,000 per year to pay up to 16 employes in his Washington and district offices. A senator's clerical allowance varies according to the size of his state, ranging from $327,000 to $586,000 per year, with no ceiling on the number of em- ployes but a top on the salary of his No. 1 staffer, Currently the top is $35,900 for the Senate and about $32,600 for the House.

Neither do all members use all of the allowances for fringe benefits, which are not included in the average cost of keeping up a congressional office. Basic costs in the legislative appropriation bill enacted last year included $62 million for salaries of House members' office staffs and $20.4 million for the salaries and travel allowances of members. The appropriation for senators' office staffs was $34.2 million and $4.7 million for senators' salaries and mileage.

Fringe benefits which add to the over-all cost of running Congress include: --Franked, or free, mail for official correspondence. The es- timated cost for fiscal year 1973 was $21.2 million for both branches. --Stationery allowances of $4,250 per year per member for the purchase of office supplies at reduced rates. Not all members use this allowance. Some draw it in cash.

--Telephone and telegraph allowances amounting to the equivalent of 40,000 minutes of long-distance talking or 160,000 words of telegrams for every two years, plus unlimited long- distance calls in evening hours and all day on weekends, on leased government lines for representatives. The long-distance allowance is the same for all members, whether they live in Virginia or California. --Travel allowances of 18 round trips home per session for House members and 45 for senators. This is in addition to foreign travel available to most members for official business, and for trips to home states or districts for staffers. --Members are allowed free office space in federal buildings in their states or districts, or limited rental allowances and office expenses if free space is not available.

Monthly district-office rental for House members may go as high as $350 in some cases. Life insurance, health insurance and retirement annuities are available for any member desiring them and paying part of the cost, up to eight per cent of monthly pay for the retirement program. The pensions are generous, ranging up to 536,000 a year for members of Congress who have served 32 years or more. 637 pilot whales in islanders' kill TORSHAVN, Faeroe Islands, Denmark (AP) Thousands of Faeroe Islanders headed home today with their traditional shares of blubber and meat from the biggest whale killing in years. In the course of a few hours early Sunday a shoal of 637 pilot whales were driven into a narrow fjord on the island of Vaga by stone-throwing islanders in an armada of small boats.

Then they were slaughtered with long spears and knives in a gruesome spectacle that has been part of the Fae- roese life for centuries. The whales churned their tails furiously in shallow water and the people counted three injuries. The most serious was a broken leg. The shoal of whales was one of the biggest since more than 2,000 pilot whales were killed in one east of here 20 years ago. List year 540 pilot whales were caught and slaughtered across the islands and no shoals of more than 100 whales had been sighted in the Faeroe Islands for years.

The small island group lies at the southern end of the Norwegian Sea, about midway between Britain and Iceland. More than 1,000 men joined the hunt and early morning slaughter of the whales, which had been sighted Saturday and driven into the fjord. The kilting had to start before dawn because the whales threatened to break loose and head out to sea. When news of the whale killing spread across the islands Sunday thousands of islanders flocked to the village of Mid- vaag, causing huge traffic jams on roads and ferries. Tradition says the chief official of the local whaling district must personally count the slaughtered whales and post official bulletins requesting all inhabitants of the district to pick up their shares on the beach.

The official count was 350 tons of meat and blubber which, according to ancient rules, were distributed among the district's 3,503 people. All, including new-born babies and oldsters, are entitled to the same share. In the evening there was a big dance at the Midvaag assembly hall to celebrate the killing. 4.5 earthquake hits California EUREKA, Calif. (AP)-A moderate earthquake awakened Humboldt County residents this morning, rattling dishes and shaking books off their shelves, but causing no apparent dam-, age or injuries.

The Berkeley Seismographic Station reported that the quake, which measured a moderate 4.5 on the Richter scale at 4:50 a.m., was centered 25 miles south of Eureka in Northern California.
