That is, if the recommendations of an Anglo-French commission of experts are approved by their respective governments and the problem financing construction of a tunnellinking Britain and France under the channel can be worked out. The dream of a "chunnel," as it is popularly called these days goes back to the early 1800s but dissipated time and again because of wars, military strategy, political, economic and other reasons. The project actually was on the drawing boards of a French engineer named Mathieu who presented the plans to Napoleon Bonaparte in 1802. Napolean told England's envoy in Paris then that "this tunnel is something we must do together." But as history shows, Frenchmen and Englishmen of that era got together only when they met on the field of battle. Early Construction In 1881 construction did actually get under way on both sides of the channel some of the excavations are still there.

But that project foundered in its infancy when British military leaders expressed fears the French army would sneak into their tight little isle in the guise of tourists. The idea of a weather-proof transportation link between the British Isles and the European continent was revived after World War II and private surveys were carried out into the feasibility of spanning the channel by bridge or tunnel. The 10-man committee of experts spent two years studying the pros-and-cons of the over- water and underwater links. Both had their advocates on both sides of the channel. But the committee finally agreed unanimously that a railroad tunnel was preferable for a number of reasons.

A bridge, they found, would cost almost twice as much to build and the supporting piers would constitute a serious hazard to shipping in the channel, which is one of the busiest waterways in the world. The tunnel would cost about $400 million and take about six years to build, it was estimated. It would run 32 miles from Fblkstone, England, to the French channel resort of Sangatte. Twenty-three miles actually would be under the channel. Plans already drawn by Scan, British and French ers call for special electric trains to carry passengers 'and haul flatcars with automobiles and trucks through the tunnel, The cross-channel run would take 45 minutes.

It was mated that 3,600 vehicles could be transported through the funnel per hour. The tunnel is not intended to replace these routes, but to supplement them and help speed traffic and transportation.

The tunnel would in fact provide one communications link that would not be affected by weather conditions. Channel crossings now are often plagued by storms, heavy seaa and fogs. Although the first "Independence Day" was officially celebrated in Philadelphia on June 8, 1776, with the ringing of bells and the playing of bands, July the Fourth did not become a legal public holiday until 1941.
