SWogger county commissioner chairman, spoke on Mercer County government al the regular meeting of the Mercer Rotary Club Thursday at Milan's Restaurant, south of Mercer. Introduced by Max F. Kishell, program a i an, Swogger described the effects of federal revenue sharing on some of the programs in this county. He outlined some of the commissioner's plans for 1973 and added some of his persona! philosophy about local government in this area.

Shapp Will Propose Cheaper Way to Fund State Roadwork HARR1SBURG (AP) Under strong Republican 'tion, the Shapp administration has declined to propose a cheaper way to finance $104 million of highway resurfacing. The new plan, to be disclosed next week, will pay off Mie debt in 10 years rather than 30, as originally planned.

It would bring the total cost down from as high as $500 million to $135 million. House Republicans had charged Gov. Shapp's 30-year financing plan was a "fraud" that would end up costing taxpayers in interest two to tihree times the cost of the 1 surfaciag project. Republicans instead talked about, hiking the 8-cent gas tax one cent to pay for the maintenance. The 10-year plan was criticized by House Majority Leader Robert Butera, R-Montgom- cry, who said it.

The administration was un- certain whether it will Introduce new legislation to implement the 10-year plan of tfy to amend the pending bill. An administration spokesman said 30 years to finance the highway repairs was origiflahy proposed simply because it wasi included in the whole capital' budget, which traditionally is financed over 30 years.
